2025 Day at the Capitol: Legislative Priorities

Introduced by Assemblymember Joaquin Arambula and known as the “Health4All Bill”, Assembly Bill 4 (AB 4) is a legislative proposal that aims to expand access to health insurance for undocumented immigrants through Covered California.
This bill would allow individuals, regardless of immigration status, to enroll in health insurance coverage through Covered California and eliminate immigration status as a barrier to health coverage.

Introduced by Assemblywoman Mia Bonta, the Head of the Health Committee, Assembly Bill 298 (AB 298) aims to eliminate out-of-pocket health care costs, such as copayments and deductibles, for individuals under 21 years of age.

Introduced by Senator Jesse Arreguin, the Chair of Human Services, Senate Bill 81 (SB 81) aims to prohibit health and care facilities from sharing patient information with immigration authorities.
Specifically, SB 81 proposes amendments to California’s current law, the Confidentiality of Medical Information Act (CMIA) to include immigration status and place of birth within the definition of “medical information”, ensuring its protection.
